Is it a cost effective way to use a cell phone while traveling to Europe for a week every few months? And are there extra roaming or other usage charges that Cingular's web site doesn't mention?

You need to sign up for Cingular World Traveler $5.99 per month plan to get the discounted roaming rates in over 80 of those countries.

    Cingular World Traveler Package

Otherwise check with Mobalrental, who sell phones and plans for international roaming.

Twelve months of World Traveler fees nearly equal $72.00. You have to see whether you saved that amount over a twelve month period based upon the difference in rates. If there is a $0.30 difference in rates, you would have to talk six hours to break even. If your trips are spaced far enough apart so that you can turn off the feature when not needed, you recover your cost in less talk time. On the other hand, if you do not travel enough, you might not have the opportunity to recover much of your cost of the feature. In my opinion, for ad-hoc dialing of the shop around the corner in the foreign country, it is not worth dialing all the extra digits just to use your cellular phone.

My calculations are off. It would take four hours to break even when there is $0.30 difference in the roaming rates between World Traveler and regular rates. Two hundred forty minutes, which equal four hours, would save $72.00.
