I regularly use Power Archiver - works great with just about any compressed archive you come across.

WinRAR is another good one. Not only does it compress to RAR (much better packing and more secure password protections), it also handles ZIP files and several others.

WinAce is a great alternative. You can even compress files in .ace format which is even more compact than .zip files. Then you can split them into smaller pieces. But if you need to use zip files, you can do this too. I highly recommend it.

Try Stuffit Deluxe, it can compress files up 4% of their original size! But it really only works with the Macintosh Operating System. Sorry Windows users!

I actually like winzip its pretty good and handles most of your general windows requirement but winrar is a more serious tool.
