    i was wondering how you reduce the "bit rate"
    i have some songs that i need to make them 192 or 128 bit rate

    so how would i do it

    Audacity by soundforge will be the soloution...

    File > Preferences > Quality

    Mostly any type of "converter" can do the job. (Example: wma to mp3 converter)
