Is it the UBS outlet or the cable

So I had to get something replaced in my phone thanks to water damage. In general it was like getting a new phone but minus the memory.
Anyways I wanted to add my ring tones back to my phone {because I have to do it through SR PC Suite} but it's not connecting. When I plug in my phone it will give me my options of 'file transfer' or 'phone mode' but it will pop up a couple times and it wont charge my phone.

I tried all my ubs outlets and it works with my Ipod, could it be the cable because my phone will charge with my wall charger.

I just got a laptop that accesses the internet via a d-link wireless router. I want to be able to print documents from my laptop using my printer with is hooked by a UBS cable to my desktop. How do I do this?
