FlyVCD is a wonderful tool to create VCD compatible MPEG files. (SVCD and DVD will be supported later). You can add your favorite photos, pictures to a scene, set special effect (zoom, fadeIn, fadeOut, slide, stretch, waterdrop, etc.) to each frame, add multiple lines of text overlay, select an MP3 to act as background music, and then compile these to an MPEG file, which can then be burnt to VCD. Available at http://www.iomatic.com/ for shareware download.
