I think PAINT SHOP PRO 8 is one of the best "budget" software ever created. He is really complete BUT if you want more you can try ADOBE PHOTOSHOP 7 (i think 8 is not out yet). You can download a trial but the full version is very expensive. :-/

    Photoshop is definately the powerhouse.
PaintShop Pro is a decent budget application.
Macromedia Fireworks is a decent budget program too.

It all depends on what you're using it for, not everyone needs all the power of Photoshop. If you need plugins and toys - go Photoshop.

The best photo-editing and retouche application is definitely photoshop, especially the new version so called PHOTOSHOP CS!

Like the other guys said: Paint shop pro is also good and has almost everything photoshop has but is much cheaper, the bad thing is the workflow, it's really messed up

by the way....macromedia fireworks isn't a photo-editing application, its for creating interactive webcontent

I am a graphic designer myself, I tried all those softwares, and I use photoshop the most. It's quite user friendly, and IMO, its capability is far more advanced than paintshop.
