Based on the phone's meter, or based on actual attempted calls?
When I first moved to GSM, I was surprised that the signal meters
seemed to work differently- on a Nokia TDMA phone I needed at least
two bars, sometimes three, to make a call. On my GSM Nokias any
signal strength will allow a call- sometimes even no bars!
If you are having problems making calls, it might be your choice of
phone. Cingular's TDMA and GSM service come from the same towers on
the same frequencies, so the only real difference is the phone you're
using. Not all phones are created equal. See if you can swap
handsets for a different model and try again.

What does that mean- they don't work where you are, or you don't want
to switch to them?
