This is after warranty expired. Will Cingular sell me a phone at the
retail (seems to come with contact) price? Otherwise, where can I find a
(cheap) phone?

Cingular will sell you the phone at retail (high) price anytime. If you are
eligible for discounted pricing depends on how close you are to the
expiration of your contract. Check with Customer Care or a company owned
store to find out if you are eligible. You can always purchase a GoPhone
(prepaid) typically around $49-$59 at a retailer such as Sam's or Wal-Mart
and use it on your current plan.

What is the typical "regular" price of the cheapest phone? Or is the
GoPhone the cheapest option?

If you are not eligible for a discount the GoPhone would be by far the
cheaper option. About $50 compared to about $150 (after rebate).

You can often find phones on Craigslist (or, if you're up to it, eBay). You
need one that is either unlocked, and GSM, or for Cingular.
Then, you can use your current SIM, and it will most likely work, unless
it's a very old phone (most phones within the last 5 years will probably
work, although perhaps not optimally).
How much time is left on your contract?
First, though, sweet-talk Cingular; they will often give you a free phone
with contract renewal even if yours is not up. Be nice, be honest.

Okay. I Ordered a GoPhone from Amazon. Less than $50 total. Thanx. I
hope it works with my SIM card.
