I bought a Cingular prepaid phone in March when on vacation in the US.
The account is now disconnected based on no use. I called CS (1 877
4260525) and the representative told me that the number can't be
reactivated - I need to buy either a new phone or a new kit (SIM
    card), the latter for $45.

Is that info true, I mean, the number can't be reactivated...? All
your info will be very helpful, highly appreciated.

Go to Walmart and buy one of the $20 Motorola phones with the SIM already
installed. Use that phone of stick the SIM in yer old phone if you like it
    better.

Either way, you're not going to get your old number back.

Or go on Ebay and buy the sim card. The Go Phone sim cards are
    pretty cheap there.

Sadly that is very true. Even with Tmobile To-Go. so keep your
numbers active by feeding the beast, even if it is $10 per month.

But a Cingular reseller may give you a better deal than
Cingular, including a post-expiration grace period during
which you can reactivate and still preserve your old number.

I bought a Cingular Go-Phone at Best Buy, but did not
activate it with Cingular. Instead, I called Airvoice
Wireless GSM, activated with them, and got some free minutes
    to start off with.

Minutes expire after 90 days, but roll over indefintely so
long as you buy more before expiration. The minimum
purchase is $10 every 90 days, and at 14 cents per minute,
that's 71 minutes. However, the fees total $2 per month, so
you really only get 29 minutes for that quarterly payment.

And, the grace period is 180 days. So you really have quite
some time to reactivate the old number.

The downside is with resellers you usually can't roam off
the Cingular network, and I assume you could do that with
    Cingular prepaid.

With tmobile (may be cingular too) after your topup with $100 you get 1
year expiration, also any additional topup, even the $10, extends the
life for another year. So, for $10/year you can maintain a tmobile US
    payg phone.

I think you also get 15% more minutes after the first $100 with T-mobile.
That was the deal last Christmas when I bought one for my Mom.

    Q.D.

Yes. That is correct. Once you hit "Gold rewards" by spending $100 you
automatically get 1 year expiration and any additional topup extends it
for another year and you get 15% more minutes.

Let me see if I get this right. for this example we will Use
January 1, 2007 for this example of the SIM card exp[iration date. Its
Christmas of 2006. My boyfriend gives me a $100 tmobile prepaid card.
I deposit it into my phone. Now phone card expires in January 2008? I
decide to go to Brooks Drugs and pick up another refil as I am running
low on minutes. Now you say my SIM is good to 2009? Interesting!

How many $ can you stuff on the plan? Can a person put $200 on
    the phone? for 2000 minutes?

No. Christmas 2007. You missed the point- normally, T-Mo refills add 30,
90, or 365 days depending on the card denomination ($10 adds 30, $100
    adds 365, all others, 90.)

However, once you've spent $100, ALL future refills add 365 days (from
    the date they're applied.)

So, this means an "emergency only" (low usage) user can have phone
service for a little as $10/year- if on January 1, 2007 you bought a
    phone and $100 card it'd expire 1/1/08. On 1/1/08 you add $10, it'll
    expire on 1/1/09, etc.

If you chat a lot, this is no real advantage, since you'd run out of
minutes before you run out of "days", but for a "glovebox phone" or a
spare, it's great. I have two T-Mo prepaidsI haven't used regularly in
two years, but for $10/year I just can't let them expire!

    IIRC, the limit is $500.

I looked at the the pre-paid phone section at Walmart today, the $100 card
is $88.43. The store opened yesterday but there was no special sale tag.

No sale, that's Wal-Mart's "everyday low price." A good deal, but you
can sometimes do even better on the web (like at cheapphonecards.com)
    because you avoid sales taxes.
