I have the above devices and they can see each other via bluetooth. I can
even see files that are on the phone on the Ipaq. However, when trying
Personal Network Service (I want to send SMS etc from Ipaq to Phone) I get
"Unable to connect to the selected device. Please make sure the device is
turned on and supports the Personal Area Network service". I have tried
everything I can think of, including joining/hosting a network, same result.

I don't think the V525 supports PNS. To send SMS from the Ipaq you would need
an application that uses "AT" commands.
