    Hello,

I have a V3 (T-Mobile) I occasionally use it to tether my laptop when I am
on the road--I can connect fine through the USB cable and modem dialing to
my ISP dial-up # but I only get about 10kbps--is there any way to improve
    this rate?

    TIA,

Probably not! With a good phone line and a MODEM that supports
compression, you can get effective rates of 56KB or more. Many phone
    lines are not that good!

Many hotels/motels offer Ethernet and connection to the internet for a
    modest surcharge.

Does that mean you're dialling a local number to connect to a real
landline modem on the ISP side? This kind of circuit switched dialup is
indeed limited to 9.8kbps and has long been deprecated in GSM.

For faster speeds you would need to move to packed switched GPRS
(general packet radio service) dialup. GPRS on the V3 allows about
56kbps and about 200kbps if you switch to an EDGE (enhanced data rates
    for GPRS evolution) capable phone.

With GPRS you no longer need a separate ISP, T-Mobile connects you to
the internet directly. This means you will need to find out if data is
included in your plan and what the pricing is. You will also need to ask
T-Mobile about the access point name for their data service.

Handling-wise the only change that needs to be made is to issue an
at+cgdcont=1,IP,"<apn-name>" command to the phone and replace the ISP
number with *99# when dialling up to the internet.
