They may have received it from a company that keeps databases on people.
Accurint is one such company that comes to mind. Has the number ever been
given out in any kind of transaction to any other company (other than
Nextel)?

Accurint? Never heard of them. Looked them up... they have a pretty
comprehensive pricing structure for information.
No, other than Nextel, I do not believe the # was ever given out with any
transactions as far as I know. She hardly uses the phone, let alone to give
out the number. I guess they got the # from one of these companies.
