Has anyone figured out how to make this happen? What software Suite is
available to transfer files between the PC and phone while using a cable
    connected through a serial port.

    I know . . . I know . . . the BlueTooth and Ird are the obvious best
methods, but a serial cable is sold for the phone. Is it totally useless?

Nokia Suite will not recognize the serial connection.
Oxygen will not recognize the connection.
LogoManager makes a connection, but functions do not work.

You can get a connection to light of the display . . . but that is about it.

Already knowing that BT and IRD are the best methods, why is a use for the
    serial data cable?

Re: 3650 and Serial Data Cable

NOKIA 3600-3650 comes with software "Suite" to transfer files,
contacts and calendar. Works great for me using Serial or Bluetooth.
Your settings are "way off' for nothing to work. It took me a while
but works great and works better transferring files w/Bluetooth.
