Novice questions:
I have an aged Nokia 3210 and need to upgrade ...considering a Nokia 3310.
I'm with O2 at the mo and wish to stay with O2 and existing tariff.
Q1. Is it just a matter of swapping the sim card from the 3210 into the
3310?
Q2 Would this be the same procedure with any of the Nokia models?
Q3. Would I need to advice O2 of the phone set change?
Q4. Thinking of using eBay to source a new or nearly new 3310....anywhere
else recommended?

Get a newer phone than a 3310... Model had its issues and it's growing old
now, the problems you mention with your 3210 will occur soon enough.
Perhaps a 2100, available new, bright backlight, good screen.
Anyway. Just pull the SIM out, insert into the new phone, away you go. No
need to inform your SP. The whole point of SIM cards is that you can
transfer your phone number/subscriber identity into whatever handset you
choose.
