It's in portuguese, but i was able to figure it out, get an account on it
and then you can access the 'Downloads' section.
Go there and download the blizzard installer. Install it on your 3650. Then
download the games you're interested in.
Then send through bluetooth (Nokia PC Suite) or using a MMC reader (USB) the
*.blz file to your phone. Be sure to put it into your root directory of the
MMC memory. Do not put it into your phone memory or any other directory, for
that matter. Also, be sure that you have plenty of MMC memory left (SonicN
needs about 10MByte).
Then open up the Blizzard installer. It'll find your *blz file (e.g.
sonic.blz) and installs it.
When all's done, the SonicN icon appears in your menu-screen. Before
playing, make sure that plenty of RAM memory is left (startup your phone,
peferably with your pencil-button held down).

Why with that button pressed? What does it do?

It will start up your phone is safe mode.
For example, if software on your phone crashed and it won't start up
properly any more, this is the way to start your phone, in 'safe mode', much
like you can do with Windows.
It will prevent loading apps upon startup as well (except for your
phone-application, that'll always start :-) ). This will save you some much
needed RAM memory.

The 3650 and the NGage (and the 6600) are almost the same.
The same operating system, the same processor (type and speed).
The NGage has a somewhat more sophisticated sound processing unit (DSP) than
the 3650, for example, and it comes with an some other pre-installed
software packages and it has some extra memory. But basically, they are the
same. Difference is in the details.

Yes. The 3650 is low on RAM, however, and may not run all titles. AFAIK,
6600 runs them all flawlessly. NGage games are just Symbian apps.

As you can see from the table on the site, the Siemens SX1, Nokia 3650, 6600
and NGage all share the same OS (Symbian) and are all Series60 phones. The
newer 6600 is based on Symbian v7 but for the most part Series60 sw is
write-once play anywhere, even between v6 and v7. There will be some v6 sw
that won't run on v7 and vice-versa, but mostly they're compatible.
So I'm not sure why you would have such a problem believing that a Symbian
App compiled for the same CPU would not run on different symbian devices.
