Is it possible to sign up for some kind of text messaging plan without
having to get a vision plan?

Everyone with a Vision phone is on either a monthly or a per KB Vision
plan. Adding Text Messaging options is up to the subscriber. The only
way to not have a Vision or Wireless Web plan is to have a voice only
phone.

There is a wireless web plan separate from vision?

I think I could still reactivate my Wireless Web phone, but the new WW
options do not just use minute from your plan anymore. Besides the
monthly fee for WW, $5 Iirc, there is a seven cent per minute charge.
My Wife's phone is still a WW phone, but she never used WW even on the
old plan. When we added a Vision phone to our Family Share plan, we had
to go to the new WW option. But I have since dropped the WW. I make
extensive use of Vision, and my Daughter a little use, mostly sms.
