I see a lot of posts about it but am not sure what it really does for
someone. Is it a fixed paid amount for roaming?

Currently, Sprint is offering $5/month roaming, if your roaming minutes
do not excede half of your anytime minutes.

No!
Free and Clear **America** is the roaming option that you mentioned. Free
and Clear, by itself, is just SPCS's standard plans. You'll see on SPCS's
website, the Free and Clear plans only allow you to "use your minutes
anywhere on the Sprint Nationwide PCS Network", not on someone else's
network.

Also, there are still the non-F&C plans offrered which are for a local
area, ususally a state, etc, and calls outside of this area are roaming.

Have you read a sprint brochure--their plans are not that different from
anyone Else's. Only the names change to confuse the customer, I guess)
1) Local only plan--lots of minutes for less $$ usually the plan will
cover either a defined metro area, or a state or states ad defined in
the brochure. Variations are whether long distanced and N&W are
included and others as M2M etc lowest cost plan
2) Free and Clear Plan which lets you use whatever minutes you have on
sprints network, most include nights and week ends..variations are
nights and week ends M2M and the recently add option which lets you use
up to 50% of your used minutes wherever the phone will work -cost more
but works more places
