I've been trying to reach this very imporatant phone number. Everytime I call it it gives me a message "The TCS telephone number you have dialed is temporarily not in service. Message 3-65-3." What does this mean? I suspect the number is a cell phone. Someone please explain what this means, it's important.

It merely means that it is just temporarily not in service... for a number of possible reasons.
