I have heard rumor that Verizon's data network shares capacity with their voice network, whereas Cingular does not. This came from experiences on the gulf coast when Rita came ashore. Folks said Verizon customers could neither call or send email because the network was jammed with phone calls, but Cingular customers could send email even when they could not call.
