I am wondering if I can create a web site on a smart phone using a web host operating system? I believe that the o/s of the smart phone is Android. Does the web host also have to have that same o/s? Do they have to match?

a web host is someone who provides the tools to create a web page. But I found out that it can't be done on a smart phone.
