I presently have AT&T Service, but may switch to Verizon. When I do I would like to get an Android Phone, but I don't want or need an expensive data plan. I realize I will only have web access when in a wiFi hot spot, which will usually at home. Is it possible to have such a setup. Any suggestions on a phone

Unfortunately for any android phone on Verizon you have to have a data plan. There isn't a way around this.
