Does anyone know of a carrier that allows you to say buy 60 minutes of cell phone time and only have to buy more when you need it? Seems like most carriers force you to buy more minutes even when you dont need them. Thinking of just dropping cell phones since I don't actually use them that much.

I would take a look at Prepaid Cell Phones, Unlimited Mobile Plans: StraightTalk Wireless and NET10 Wireless They are becoming pretty popular right now. Puretalk.com is another one.
