I want a cell phone that I can text and take pictures on. What company in the United States is the cheapest like on the cell phone bill that you pay monthly? Also, I want to know if they have good cell phone plans too. Thank you to all who answer my question.

Cheapest plans are probably with TMobile. Only use if you're not traveling and your coverage area is OK.
Sprint has good data/value plans (all you can eat, etc.)
VZ & ATT are most expensive for data.

As for pictures, all service providers are now launching phones, especially smartphones, with 3, 4, 5, and even 8 MP cameras that take decent pictures (&video).

If your looking for the cheapest plan possible to do what you say, you may need to try and get a local provider (such as Metro PCS or Cricket) unless you want to travel, then just get a low minutes plan with a National provider of your choice.

The cheapest I've found is Net 10. The phone itself can be had for about $30 at Walmart and that comes with 300 minutes. I think they're actually running a "double minutes" promotion right now which gives you 600. After that the rate is ten cents per minute. Best value and no contract, which means your phone is also not really traceable.
