"This item is not available on your carrier."

This is the notification you'll may see if you try to download any apps from the Android Market that allow you to create a Wi-Fi hotspot or tether to a computer.
AT&T has been sending text messages warning iPhone users to stop illegally tethering for a month or so, and now Android owners are getting the same treatment.
Most tethering apps on the Android Market are currently unavailable for users on T-Mobile, AT&T, and Verizon.
Sprint has not asked Google to remove the tethering apps.

The apps are still on the Google Market, but they are just not visible to users on certain carrier networks.
Apps are only hidden from view if they are in direct violation of the carrier's terms of service.

Some of the most popular apps you'll no longer be able to install: Easy Tether, Internet Sharer, Klink, PDAnet and Tether for Android.

You can still tether legally, of course, but it's going to cost you at least $15 or $20 per month to do so, depending on your carrier.
This isn’t the first time Google has pulled apps (tethering apps, even) per carrier agreement.

Re: Google/Carriers block tethering apps on Android Market

Just noticed an update for my PDAnet on My Market.
I'm sure the update will lock out the tether. Not going to update.
