metro PCs Lg optimus L70 won't boot

My optimus got stuck flashing the metro pcs
Screen for days and vibrating a lot. I did the on button with volume - button and now its stuck/frozen on the LG screen. Won't do anything. I heard you can't root/unlock this phone. Well metro said yes you can and all of this started after he tried to jailbreak the phone. Is it fixable???

It can be rooted, and boot unlocked. You can even install clockworkmod recovery. But there are no working roms at this time. If your kernel is a or b (check in about phone), you can root with towelroot. If not, you need to downgrade your kernel to b. There are links on the internet.
