LG Optimus L70 Screen Totally Frozen

So, I went ahead and did the obvious and did a hard reset on this phone, but still, the touch screen just isn't working. Is there anything software-related this could still be, or is the screen itself just totally done?

Also, does anybody know, as this is a Metro PCS phone, if they'll replace it if it's been less than a year that the person has had it (it's not my phone, but they came to me to fix it).

Anyway, if there's anything I could do to try to fix it myself, I'd like to try, but if it's done it's done :/

You may try refresh the rom. If still not working, then it could be screen issue.
