Do you have a cell phone service provider? You need to pay a provider in order to get data over the cellular networks. Depending on your phone and provider, you might be able to just insert a SIM card.
Do you have WiFi at home for your computers? If you do, you can connect to the WiFi network for Internet access on your phone. You can go to the "Settings", "Wireless & Networks", and find your network and add it there. If it has a password, you will need to enter it. The phone should remember the network and automatically connect when you are in range.
After you're connected to the Internet you can go to the "Browser" to go to websites. You can also go to the "Play Store" to download applications, music, and much more.
