    I don't think so.
C'mon, the 6600 is not a Windows-Powered PC to be able to format.
Yes, you might be able to reflash the whole thing if you take it to one of those Nokia priority dealers. They'll charge very less(here its Rs.81 ie roughly $1.5 US )
What you lookin' here for ehhh?

Oh cool wonder if they have one of those here. Actually, the problem is, whenever I try to install java files I get ' ChildInstaller App closed ', then the thing just hangs there and I have to power off and on. Anyone know what's the problem?

It seems like the famous "Illegal Operation" in the PC. Try flashing the phone again.
For your Windows Based phone there are plenty of them,
http://www.ppcw.net/ all these phones run on MS Win 2003 PPC

like I said, go to the nokia priority dealers and they'll flash it for you.
    (read my first reply.)
Alternatively if you have the datacable then you can download the firmware and flash it yourself.
BEWARNED: BACKUP YOUR PHONE NOS. MESSAGES, GALLERY, ETC BEFORE YOU FLASH OR YOU MIGHT LOSE THEM ALL.

I think you should take it back where you bought it to get it fixed.. Flashing is against the terms of the cellphone producer... Meaning that if you screw up you phone during a flash all guarantee disappears...
