Prepaid cell or Sim cards

I have Voip network with a tier data where i can issue prepaid calling cards and post paid telephony services now I would like to add a new node to issue prepaid sim card or prepaid cell phone services giving the average users in the USA now have bad credit due to cell phone high billing rate so a lot of people would like small businesses to emerge and offer prepaid cell phone service besides the monopoly!
The question is what do i need if i want to offer prepaid cell phone/sim cards using my own voip Network?
