Samsung Galaxy S: How to unlock a contract phone

i bought a samsung galaxy s showcase sch-i500 from a friend but when i call to switch the phone over to my account the say that the phone it active on another account. the phone does not use a sim card and the phone is with alltel my question is... is the any kind of way i can switch the phone over without the account holder info? can i flash the phone or is there any kind of unlock i can by to unlock the phone from the contract?
any help would be greatly appreciated....

The only way to is get the phone off of the other account. If they haven't paid their balance then they need to pay it.
