Converting mp3's to 3gp's for my samsung t619

How does one convert their mp3's to 3gp's? I'm still wrestling with trying create ringtones for my samsung t619. I have the bluetooth adapter for my PC but I still can not turn my transferred music files into mp3's. T-mobile has made it very difficult to accomplish this feat. Help please

3gp is a video format, not ringtone.
Mp3 ringtones need to be moved from the card to the phone, then assign as ringtone

I hope you are referring to the sim card when you mention the card above? This phone does not have an additional memory slot for any other type of card. Then again all files are saved to the phone and not to the sim card. Please clarify.
