Is there a way to place ringtones on my MicroSD card then use them in my phone? I have tried creating ringtones with Audacity to the 30 second length and low bit rate and saving them to my card in mp3 format, but the phone doesn't see them. Is this possible to do with this phone? I don't have an internet connection with it.

You should be able to see the phone from your pc, using a usb cable.
Make sure the phone is in Mass Storage Mode.
Then you can transfer ringtones from the PC to MSD card and utilise them.

I've had trouble with this too. I have stored my 30 sec. ring tones on my Samsung Impression. Then when I try to add them as my ring tone, I get a message saying file is too big. What's the deal? I've made these with Audacity and they've worked on every other phone I've had. It pisses me off (but I'm in a bad mood tonight)

^ read the manual for your phone; it should be in phone settings somewhere

I have the Impression, and to get my ringtones to work they all had to be under 300KB. If they are larger they will NOT work.

What's your cell phone, you may need to place in certain folders.

some of samsung phone have to put the files on "my documents" folder so the phone can read it as ringtones.

I believe the file size has to be smaller then 300kb, 30 seconds can be a file too large.

My daughter has the same problem, sometimes it has something to do with your cell service provider... she has the same phone as me and I have a verizon contract and she has one of those local monthly providers and I download ringtones all the time and she cant. I usually save ringtones to my phone as "sound" then send them to her in an sms message and she can save it that way.

another way is going to a site that sends the file to your phone through an email, i've seen a couple of these sites posted around somewhere. You basically get the email download the file and can set it as your ringtone
