So is a short code simply an alias for another mobile number?
Like I have a mobile phone from my cell company with the number
416-XXX-XXXX, can I get a shortcode (say 54611) for it?
For example I want to run a promotion. People will receive a MT SMS
message on they're mobile phone from 54611, they then respond to 54611.
The response will then come to me at 416-XXX-XXXX so I can take
appropriate action? Because 54611 is a short code for 905-XXX-XXXX? Is
this correct/possible?

Don't know, but 2 points. It sounds like you're on a US network, so
there may be differences from European ones; it might be better asking
your network.
In the UK, short code messages are sometimes chargeable outside any
inclusive packages, which may also apply elsewhere, so you might check
that as well.
