I'm in the US and made a couple of calls to 191. There is an automated
message which plays as soon as the call is answered which specifically
states that called to 191 are free of charge.
However, does any know if that is really true for calls made to 191 from
abroad?

I don't know specifically for USA, but I can make free Vodafone Germany
payg 22922 calls from the UK, and have heard that similar applies for
Voda payg UK ones abroad.
If you need to make any more, ask them at the beginning; you may end up
talking faster if not

It's not listed as free here, but 2345 is listed as free.

Hi Steve,
I've spoken to Vodafone's Billing team today and have been told that
calls to 191 from overseas, whether on a Vodafone preferred network or
not, are chargeable.
It's possible to call from overseas while roaming +44 7836 191 191 from
a landline whilst roaming 24 hrs
