There's been many rumors surrounding a Dell smartphone, and now, it's been officially announced at China Mobile press event. The Dell Mini 3i does not have Android, but runs on China Mobile's Open Mobile System, which is based on Android.
Some of the features on the Dell Mini 3i are:
3.5 inch capacitive touchscreen display with 640 x 360 pixels
Bluetooth
3MP camera
MicroSD card support
2G connectivity
Availability and price have not been mentioned as of yet.
