I am having trouble making calls from United States to Europe. I am using a calling card calling from the united states that i am 100% psoitive has enough minutes on it. What would the response be from the person in europe's phone if they dont have enough minutes to answer the call or go to voicemail?

This would depend on what network they are on, if you are calling a mobile/cell phone as I assume?
The way they would out of minutes or time to connect would mean usually they are on a Pay as You Go. If you know that ther person you are calling is on a monthly tariff, it is more likely that the problem lies elsewhere.
Where in Europe are you calling and have you made sure that you have the correct country code?Deeky Evans ;0)

Sometimes I'm calling to the US (living in Sweden) with a certain card that I'm buying where I simply just press a 'pin-code' and it's a lot cheaper to call.

Cheapest way to call
Definitely i agree that the cheapest way to call internationally is via phone card. i work for a company that has outrageously cheap rates. we pride on being one of the few telecom companies in the market to offer "clean" cards. Most of the time it would go straight to their voicemail if they have voicemail. If they dont it would say the customer is unavalible.
Now this also can mean their phone is off.

There are now so much offers, you can spend a week to choose one. try this: skysiptel.com on mcnet and voip-news they said it is one of the cheapest.

all the VOIP are about the same IMO.
Ther best option is to buy a phone that will work anywhere in the world, and just take it on your trips when you need it. simple/...

1) Here to overseas.
2) Overseas (Europe) to here.
