cell phone plan

I am from Canada and travelling to Holland and Great Britian for 2 weeks. I do not want to put a travel package on my cell phone as it is expensive. I do not have an unlocked cell phone either that I could bring, so I am looking to find an alternative. Is there a place where one can purchase a pay as you go phone with some air time to use in Holland and Great Britian.
