Please bear with me, I am somewhat of a newbie.

I have a 3 year voice and data ($30/6GB) agreement with Fido (iPhone 4).

Can I change the voice plan part of the agreement (upgrade or downgrade to more or less minutes, text.... etc.) without incurring a penalty?
