Hi,
I have a unlocked GSM 900/1800 phone. I wonder if it will work on
Cingular's network ?
If not, how about a tri-band phone (900/1800/1900) ?

No go. cingular is either 850 or 1900. 900 or 1800 won't work at all
in North America.

Only if cingular has GSM 1900 in your area. Generally (though not
totally) cingular is 1900 for the most part only in CA/NV/WA/NC/SC and
parts of eastern TN. Everywhere else for cingular is GSM "850".
