T28 Problem

My brother is going to school in the UK for a year so we purchased a cheap
gsm phone for him to use while there. Picked up a T28 off ebay. It is
supposed to be the world model (T28W).

When he installs the SIM card, the phone gives this message: "Insert correct
card." The sim card is from Virgin-Mobile UK, which would be 1800mghz and
not compatible with the T28W. However, when he installs his Rogers AT&T
(Canada) SIM card, he gets the same message (Insert correct card). The
Rogers network is 1900mghz so the phone should at least recognize that sim
card, correct??

Aside from trying a sim card from another provider (O2/BT/Vodaphone) am I
overlooking anything??

Have a look in the service menus by pressing >*<<*<*

There is a simlock menu in there that will show the lock status by way of 4
small padlocks. If any of these padlocks are locked then the phone needs
unlocking.

If it is a VOICESTREAM Branded T28W they came locked. Check the padlocks per
the other person info

The only UK SIMs that will work in this phone are o2 or Vodafone SIMs which
run on 900mghz. Or he could buy a cheap pay as you go phone such as...

....which, although basic should see him through the year. The above is just
an example, there are plenty of others in the 30 to 80 quid price range.
Have a look at...

....to find out what the best deals are.
The problem with the Rogers SIM may be related to the fact that Rogers runs
on 1900mghz, or it may be that the phone is not in fact unlocked. I'm afraid
I don't know enough about how SIMs talk to networks to say.

If the phone is unlocked, any standard GSM SIM will "work" since the SIM
doesn't have anything to do with frequency, just networks. If the phone
doesn't have the right frequency, then it won't be able to connect.

Problem isn't the SIM cards, it is the phone. It is SIM Locked. It
will only work with either the original SIM, or a SIM from the same
original service provider (who ever it was!)

It is almost impossible to buy an unlocked phone in USA, and 99% of
what is sold on eBay is locked if it was purchased used. The problem
is the average owner is too dumb to understand that. You'll have to
figure out who the phone was with originall
(T-Mobile-VoiceStream-Omnipoint/Cingular/Rogers) and obtain an unlock
code from them. Otherwsie what you have a nice paper weight.
