Is there any way of unlocking a p800 that has had its IMEI blocked by UK
mobile networks?

Not locking it in the first place!
If you got it on Ebay make a big fuss to Ebay and give him negative
feedback, doesn't matter if he gives it back because you respond to it
plainly and calmly explaining reasons.
