I grabbed the latest Audacity & Lame, followed your steps all the way
to selecting mono. However, when I go to the effects menu, it's
completely greyed out. Is there something I need to do (in preferences
or wherever) to get them working?

You have to select all or part of the waveform to get those options. Press
CTRL+A to select it all then check the effects menu again
