The City of New York is conducting a survey to identify locations
throughout the five boroughs where customers have experienced mobile
phone reception problems. This information will be shared with service
providers so that they can work to improve service throughout the
City. The results of the survey will be posted on NYC.gov beginning on

The airport in Toronto, Ontario had a similar problem. The Canadian
regulatory agency forced the carriers to terminate service in the
airport. Unfortunately to consumers, this meant that all of a sudden at
8:05 on a Monday morning, their phones lost reception in the airport.

I'm not sure how the situation has improved. Maybe someone who's been
there lately can say how the reception has improved? I think it was a
    year ago that this happened.

What's curious about this survey is the date set to release the results ...
the same day as WLNP goes into effect. What they need to do is to do another
survey in January & February following this data, as the areas reported as
problems, may not be problems in the future, and areas not reported as
    problems might have problems.
