    This is using IR connection.

    I can download ringtones from the phone to the computer, but I cannot send
    tones from the computer to the phone. When I send it, I see nothing in the
    phone.

    The GUI is a bit busy for me to really figure what's going on. Is there any
    mode where I can just simply see the folders on the phone "Graphics" and
    "Tones" and just drag-and-drop stuff there?

    Have you asked Oxygen ? That is possibly your quickest way

    Can you Xfer data using Nokia PC Suite ?
    Is the 'puter seeing the phone ?
    Cable, Bluetooth or IrDA ?

    yes, the computer is definately showing the phone... its connected via IRDA

    its connected with the native windows thing... showing connection with other
    programs as well

    the dang thing is nokia decided not to support the 6560 with pcsuite, and
    att (only carrier for 6560) also decided to ditch
    online-ringtone-downloading.

    ive heard that people select 6610 or 6100 (similar model) as the model in
    pcsuite and tryu to transfer that way, but it has proven unsuccessful for me
