Are wall and car chargers interchangeable within a brand?
I have Nokia 3380 and am planning to get a 3560 or 6560. Many Ebay
offerings come without one or both chargers, and I am wondering if my
present chargers will work with thenew phones.

AFAIK, any Nokia charger will work with any (within reason) Nokia phone.
I have a charger that came with my ex-ex Phone (3210) and it still seems to
charge my 6230 without any problems. Someone once told me that some newer
Nokia chargers are slightly higher voltage, but that only means that they
charge the phone a little quicker.
I'm no expert, and follow this advice totally at your own risk, but I think
the answer to your question is 'YES'

The ACP-12X which comes with the later Nokia phones is 5.7V/800mAh,
whereas the ACP-7X which came with my old 3210 and 6150 is 3.7V/350mAh.
Both will charge my 6310i and 7250i ok but the ACP-12X won't charge my
6150.

All phones from Nokia for the last few years will let you use the
ACP7U charger even the most recent phones. It is a trickle charger
and chargers like the ACP12 are 5.7 V and will charge newer Nokias
faster. It will not work on the 51/61XX series handsets though.

That's what I thought but I wouldn't bet my life on the exact model

There are some, like the 6610, which don't have the "two-prong" AC
slots rather the conventional single-slot AC connection you'll find on
the 3390 and others.
