there is an option for $10/month that I see where I can add off network
roaming minutes. is this the same as FCA? wasn't FCA on a promo for
$5/month or something?

nope, 10/month option is for (50) roaming minutes and does not include long
distance (usually additional .25 cents / min) ... FCA was a promo/seperate
set of plans, but they got rid of the plans and offer it as a addon for
$5/mo on their f&c plans now... fca addon includes up to 50% of your monthly
usage on roaming and includes long distance.... if you are in an affiliate
market you get something like 100 minutes if i remember correctly...
hope that's not too confusing, i dunno why they still have the $10 option on
there, it's kinda pointless...u gotta call to add the f&c a option.

I have the old school F&CA plan that was offered for $10 extra. It is
what you describe above. I don't understand what they are offering
now.
Are you sure your description of the current $5 option is the same?
From the web site:

Receive additional off-network roaming minutes for use when traveling
off the digital PCS Nationwide Network. Additional per-minute charges
apply for domestic long-distance calling.
When you click on the link to get an extended description of "PCS Free
& Clear America" it pops up with:
PCS Free & Clear America
Enjoy no additional charges for roaming in this expanded coverage
area, reaching more than 280 million people, as long as less than half
of your monthly call time is used while roaming.
Sounds like they are describing two different things or something that
is not the same as the older F&CA plan for $10. Note the first
description where it states "Receive additional off-network roaming
minutes". In addition to what? and the specific mention of
"Additional per-minute charges apply for domestic long-distance
calling."
