    told a friend i was gonna be outta state to avoid this god aweful camping trip, if I talked to him during that time on a cellphone, can he see I wasn't in the state i was supposed to be by looking at his bill?

    all service providers are different in how they explain information on bills, but they certainly don't tell the receiving caller where you are when you made a call. Likewise your bill will not display this information. The bills will say that a call was made to/from a phone number, and how long it lasted, nothing else.

    Some carriers have plans to monitor children/family, but that is entirely different.
