Problems Accessing Internet + Ringtones/Wallpaper Sites

I've been trying to get onto the web browser with my Motorola T720 and i can't seem to do it anymore....i used to be able to when i first got my phone, and now it tries to connect but i get a message saying 403: Forbidden and then when i exit the browser it says 6PRS Active where the date is suspoed to be and then that dissapears. i was wondering if anyone could help me. I was also wondering what this gprs is and how i can find out if i have it or not. If anyone can help me..i'd be really greatful
