Subjective:
Remove the sim card and power the phone on. It will say insert SIM card or something similar. Press the hash button (#) then press the star(*) button three times until you get a "p". Press star(*) four times until you get a "w". Press star(*) twice until you get a plus(+).
Now you need to enter this exact code:098 973 111 516 263
Press star(*) twice until you get a plus(+). and then press seven (7)
The code should look like this: #pw+098 973 111 516 263+7
If your satisfied that the screen looks exactly like this code then press hash (#).
The phone should say SIM restriction off or something similar.Cheap Mobiles and other Electronic Goods

you should see on the screen of your phone after entering the code is SIM or PHONE RESTRICTION OFF. the sim card still lock to your service provider. only phone is unlock not the sim.

Hmmm I doubt that you work for customer care because if you did you would have access to the codes already and woldn't need help with the unlocking.
Try it again and see if it worksCheap Mobiles and other Electronic Goods
