FULLY UNLOCK t619 HELP!!!plzzzz

Hey there, does anyone know how to fully unlock the t619 from t-mobile so that i can use it on rogers. Also i cannot apply my mp3's as ringtones for some reason its blocked nor can i go on the net because my service is rogers and i am connecting through t-mobile. Does anyone know how to FULLY unlock every feature of this phone please HELP !!!!
